Forget about a job willing to "pay for that." Just borrow the money to get the credentials. Of all the reasons you listed for "wanting to join the military," you never mentioned any reason for specifically wanting to join the Navy, nor did you mention any reasons other than for employment advancement AFTER the military. You also mentioned in passing that you "love to travel."
Personally, your reasons for joining the Navy (a very, very serious service to your country) don't seem to be to benefit the Navy itself or the country. Military service is not only very serious, it requires a certain level of dedication and you could lose your life while serving – especially in the Navy, I think.
If you do join for the reasons you've mentioned, you wouldn't be the first to do so, nor will you be the last. And while many serve for reasons similar to these and then get out after one short tour (I'm not sure you'll get to serve only two years) without incident, I also believe it's a gamble that you should ponder very carefully.
People who do like you're considering doing are the type who sometimes try to claim conscientious objector status when tagged to go to a combat zone. Or, for women, the type who sometimes wind up getting pregnant in order to get out of some type of mission.
Think very carefully about your motivations, and about what you're placing at stake when joining the military in general and the Navy in particular.
Spend at least half as much on education as we do on war.
Make sure that the so-called "gifted" students are challenged instead of expecting them to put up with "teaching to the middle". There is nothing wrong with a "track" system, as long as students aren't forced into a particular track. Students different skills/interests/learning styles and those should be attended to. Not everyone is cut out for college and there should be programs to encourage those who aren't. But we also need to meet the needs of highly-able students, so they don't lose interest and live down to expectations. Make it easier to shorten the high school program for such students – sometimes Senior year is a waste of time.
Do away with "teaching to the test".
Have classes with no more than 15 students.
Stop expecting teachers to do the work of psychologists, social workers, etc., etc. And, while we're at it, let's pay them to be the professionals we're asking them to be.
Make standards for teachers, so we have some of the "best and brightest" going into teaching, too.
Get the parents involved, as well as the community. Make sure parents know how important it is to READ TO THEIR CHILDREN and to have books in the house – borrowing books from the library is free!
